This course is also available via the MOD's Enhanced Learning Credits (ELC) Scheme which promotes lifelong learning amongst members of the Armed Forces. After initial delivering the course at the University of Cumbria for 4 years, the S.T.O.R.M 4 Events Ltd team are changing partner Universities, to continue to deliver the first civilian-based accredited qualification in Counter-Terrorism Risk Management which addresses a recognised gap between public sector specialists trained as Counter Terrorism Security Coordinators (CT SecCo) and safety and security managers.

The team is lead by Garry Jones (Course Director) and Phil Boardman (Lead 4 Counter Terrorism Training) from Storm 4 Events Ltd. Garry and Phil are the longest serving trainers for the UK Police Counter Terrorism Security Coordinator’s course. As well as dealing with security for The Queen, five current and former Prime Ministers and most members of the Royal Family, they have also worked on international events and major political conferences. The two have trained in excess of 350 UK officers, (circa 80 percent of all operational Counter Terrorism Security Coordinators).

They are joined by chartered safety practitioner Edward Grant, Safety director of LFX who joins the university as programme lead and (senior Lecturer for Events Management) and Steve Blake (Director) of Storm 4 Events Ltd guest lecturer.

This course provides you with an awareness of relevant industry practice and guidance at events or sites and reviews the need for effective and proportionate Counter Terrorism Risk Management whilst linking it to appropriate Health and Safety Management and industry practice set out in the Purple Guide and Green Guides.

You will be introduced to the intricacies of the legal framework and requirements of assessing Terrorism Risk and detail the current Terrorist Threat picture within the UK. You will consider the developing nature of terrorist attack methodology and the appetite for risk management in this area and be provided with proven command and control solutions and auditable methodologies for delivering a security report which contains vulnerability, mitigation with rationale, residual risk and contingencies.

The course provides you with understanding of prevalent attack vectors including person borne attacks, Improvised Explosive Devices attacks, Distance Weaponry and Vehicle Borne attack.   

Current mitigation tactics are discussed in relation to their effective and proportionate usage, including national search practices, Hostile Vehicle Mitigation, Private Sector Options / Limitations, Accreditation, Secure Zones and Lock Down Procedures.  The scalability and cross cutting of the various mitigation for attack types is also introduced.

You will be introduced to the practicalities of completing physical reconnaissance on event venues and sites in order to identify vulnerabilities to attack and to make proportionate recommendations. This understanding is further developed as you work through attack vulnerability, recommendations and rationale, residual risk and contingency options.
